To transfer $2,000.00 from Mayor's Reserve Account to the Registrars of Voters Recount Account., due to the recount that was performed September 29, 2007.

To Accept $600.00 donation from Dunkin Donuts to the Parks Department Tree and Seed Account to be used to purchase the 2007 Everett Christmas Tree.

To accept the $500.00 donation from Ciro's Foreign Car Repair Inc. to the Everett Police K-9 Account.

Unfavorable Traffic Commission Report on Ordinance offered by Councilor Leo McKinnon that no person shall operate a motor vehicle in excess of 20 miles per hour on Lynn Street, at the Malden line, for southbound drivers only. The purpose of the ordinance is to reduce the speed limit from 30 MPH to 20 MPH in the interest of public safety, due to increased amount of traffic on that street with request to refer back to sponsor.

Traffic Commission Report on Ordinance offered by Councilor James A. Keane to make Freeman Ave a one-way street, in a northwesterly direction from Elm Street to Abbott Ave; with a request for further time in the Traffic Commission, at Sponsor's request.

Unfavorable Traffic Commission Report on Ordinance offered by Councilor William L. Cardello to reduce speed limit from 25MPH to 20MPH on Cleveland Avenue, with a request to refer back to sponsor.

Committee on Rules & Ordinances Report on Resolution offered by Councilors Wayne Matewsky and Leo McKinnon-That the Rules and Ordinances Committee consider drafting an ordinance instituting that trash barrels be stored in rear of property unless enclosed storage area in front of property, in efforts for a cleaner Everett; and that Mr. Pierroti of the CETF be invited to help develop the ordinance for a cleaner Everett; with a recommendation to request further time.

That the School Committee and School Administration Department notify the bus transportation company that provides service to the Parlin Jr. High School on Broadway to take appropriate steps not to block traffic on Broadway, and to provide for parking for school bus in front of the school rather than blocking traffic, as it has been backed up for six to seven blocks and causing unsafe conditions. In other words, that a parking spot be provided in front of the Parlin Jr. High School only for school buses, so as not to inconvenience the traffic flow on Broadway.

That the City of Everett calls for the abolishment of Homeland Security Funds distributed to the Cities of Chelsea and Cambridge with those funds to be evenly distributed to the cities and towns directly abutting the Cities of Chelsea and Cambridge.
32. C0281-07 Ordinance/s/Councilor Rosa DiFlorio
To amend the Solid Waste Management Ordinance,as follows: Section 16-21 by deleting paragraph (a) in its entirety, and inserting in place new "(a) An approved rubbish receptacle or container is an outdoor type container constructed of heavy plastics or metal with lockable covers and shall be fly-tight, rodent resistant non-flammable and waterproof rubbish containers and shall not exceed fifty pounds. Section 16-22 by inserting the word "approved" after the words "except in" in paragraph (a) and further amending (a) by deleting the words "or areas lawfully provided therefore."
Section 16-22 paragraph (e) by deleting word "adequate" in fifth line and insert word "approved", and by inserting "in Section 16-21 (a) to the last sentence in paragraph (e) and to delete the following words in the last sentence of paragraph (e) "by the Board of Public Works." Section 16-26 (d) by deleting "Containers shall be kept covered at all times" and insert "Only approved containers shall be used for the collection of rubbish as indicated in Section 16-21 (a)." Paragraph e (16-26) by deleting words in forth line "the Board of Public Works" and insert "Code Enforcement" in its place. Section 16-53 by adding paragraph (c) as follows: "(c) The occupant or occupants of every city dwelling shall use only approved containers as described in Section 16-21 (a). Section 16-55 paragraph (a) by deleting the words "suitable containers" and inserting "approved containers as described in Section 16-21 (a)" in its place.

That the City does some minor maintenance work at the fire houses on Hancock Street and Broadway.
