To accept the donation of fifteen $2.00 gift certificates from the Broadway Dairy Maid to the City Council Celebration Committee to be used as prizes for children participating in the festivities on June 30th at Glendale Park.

To accept the donation of $750.00 from the Cambridge Health Alliance to the Office of Human Services to assist with the purchase of a new sound system for the Edward Connolly Center.

To accept the donation totaling $600.00 from the following to be deposited into the Everett Police K-9 Account: Rosa DiFlorio - DDM Ceramic Tile Imports $200.00, Peter Santili - Fishing Finatics $200.00 and Paul Reska - Mass Lock $200.00.

To transfer the amount of $20,000.00 from the Police Overtime Account to the Police Capital Outlay Account to replace carpeting in the Operations Room and adjacent common hallways.

To transfer $50,000.00 from Police Overtime Account to Police Bullet Proof Vest Account for the purchase of bullet proof vests*. *50% of cost to be reimbursed by Federal Government. *50% of cost to be reimbursed by Commonwealth of Massachusetts.

Whereas, the Flag of the United States of America has long been the symbol of hope, freedom and justice throughout the world, and Whereas, the Stars and Stripes proudly flies over the graves of veterans on domestic and foreign soil as a stern reminder of the cost of freedom, and
Whereas, the Flag of the United States of America should be displayed with respect, dignity, and in accordance with the Laws of the United States of America, Therefore, the Everett City Council respectfully requests that the City of Everett through its Veterans’ Agent make every effort to educate the citizens and business community on the proper display of the American Flag and to encourage its display throughout the City. That the City of Everett hereby accepts Massachusetts General Law, Chapter 40, Section 8G. Mutual police aid programs; agreements. This section will allow the Police Department to provide mutual aid programs to increase the capability of protecting the lives, safety and property of the people in the area designated in the agreement.

To create a school safety zone around the new Everett High School. (Amended by adding Councilor McKinnon as co-sponsor). (Ordained as amended, sent down for concurrence)

To place 20MPH speed limit signs on Woodlawn Ave due to complaints of speeding motorists. (Postponed from 5/7/07 meeting)
11. C0063-07 Resolution/s/Councilor Leo McKinnon
CETF Chairman, Mr. Frank Champi, appear this meeting to give the Common Council an update on code enforcement in the City, to explain how the new nine employees are working out under his direction, and to also set up a process of getting the Council a written report on all properties within the City that are being investigated with updates on progress made at said properties.
12. C0072-07 Resolution/s/Councilor Leo McKinnon
That Code Enforcement appear at this meeting to give us updates on all current boarding houses in the City of Everett, and what has been done to make them conform to our laws in the City. To also give updates on new non-legal boarding houses starting up all over the City, and how to combat them from starting.
13. C0185-07 Resolution/s/Councilor Wayne A. Matewsky
That the Board of Public Works fill-in large pot hole in front of 150 Bow Street and corner of Robin and Thorndike Street.

14. C0167-07 Resolution/s/Councilor Leo McKinnon and the Entire Common Council
That we invite Sheriff James DiPaola and Alex Leone to attend this meeting, as well as inviting Mayor Hanlon to join with us in thanking Sheriff DiPaola for supplying us with his work crew for the months of June and July.
15. C0168-07 Resolution/s/Councilor Leo McKinnon
To invite Congressman Ed Markey to attend this meeting, and also Maura Quinn, to thank them for giving a tour to the St. Anthony's School Children down in Washington DC at the Capitol House in May 2007.

That the Police Traffic Division place speed traps on Tileston Street, Everett Street, Clark Street and Oakes Street.
17. C0188-07 Ordinance/s/Councilor John Leo McKinnon
No person shall operate a motor vehicle in excess of 20 miles per hour on Lynn Street, at the Malden line, for southbound drivers only. The purpose of the ordinance is to reduce the speed limit from 30 MPH to 20 MPH in the interest of public safety, due to increased amount of traffic on that street.
18. C0189-07 Resolution/s/Councilor Stephen Simonelli
To invite the City Engineer to this meeting to update the City Council of how much money we are getting from the State in Chapter 90 Funds to do streets and sidewalks, and what streets the City plans to do this year, especially in Ward Two (2).

1. Councilor Catherine Tomassi Hicks-City Services clean lower part of Appleton Street, as it is a dumping ground.
2. Councilor Catherine Tomassi Hicks-Parks Department trim grass and weeds on Valley Street.
3. Councilor Wayne A. Matewsky-Wire Department consider returning to the fixed lights, rather than blinking lights after 6 p.m., where there were three recent accidents at the intersection of Cottage and Clinton Street.

To make Freeman Ave a one-way street, in a northwesterly direction from Elm Street to Abbott Ave.
21. C0192-07 Resolution/s/Councilor James A. Keane
That the City Engineer appear this meeting relative to the new traffic signals installed by Pope John.
22. C0194-07 Order/s/Councilor Lorrie Bruno, Alderman L. Charles DiPerri and Alderman Joseph W. McGonagle
To amend Order Number A0216-07 relative to the Summer Youth Works Program by rescinding the $70,000.00 for Fiscal Year 2008 Summer Youth Works Program.

That the Common Council suspends their meetings in the summer session for the entire month of August, 2007, due to many members on vacation, which attributes to a lack of quorums, and is unfair to members who make the effort to attend, and in collaboration with the Board of Aldermen who recently ratified same for their summer session.
