Hot Potato: The FY 2008 Budget


What do you do with a hot potato? You toss it to the next person! Remember that game from when we were kids?

The problem is....that we're not kids anymore, and the FY2008 is as hot as a hot potato can get. The mayor has delivered up an irresponsible budget, chock full of generous raises (even a step raise for an employee who hadn't even been with the city a year yet, and wasn't budgeted for in the FY2007 budget!)and new hires...while relying heavily on one-time fixes to push the budget under the tax levy. According to the auditor, the budget was initally delivered more than 2.5 million dollars OVER the tax levy.

One time fixes, however, are not sustainable as a sound, long-term financial policy for the city.

The Board of Aldermen voted last week to cut the budget by 3%, amidst competing opinions as to whether they can cut from the bottom line or if they have to cut the budget line by line. The jury is out on that...but the Common Council takes up the budget tonight. They have one more chance to do a difficult but necessary job . . . take a cold hard look at this budget and make it work for the taxpayers.

Let's hope they do the right thing. Cut the budget! Get this done now. This budget isn't fair to the taxpayers of this city, who have already seen their taxes go up 26.8% during the last fiscal year. The hard-working citizens of this city deserve far better than financial ruin. This administration has worked overtime during the past 18 months to blame the former mayor, but that ship has sailed. This is their second year in office and it is inexcusable to lay this at anyone else's door but that of the current mayor, John Hanlon.

We hope the Common Council will do the right thing and cut this budget to the bone.

A Low Point in Our Budget History

If you watched the budget hearings this morning, you heard the City Auditor Larry DeCoste state that the budget that was submitted by the Hanlon administration leaves us facing the possibility of a Proposition 2 1/2 override. In other words, the City Council cannot legally pass the budget as it was submitted. This is the first time that we've been faced with this situation. It is indeed a low point in our budget history.

The City Auditor was very candid about the situation we now find ourselves in. It is rare that we get this much honesty from this administration, and Mr. DeCoste should be commended for being forthright and brutally honest regarding this budget. He made valid suggestions regarding where it was possible to cut some of the money, including the need to cut jobs from the budget.

This begs the question -- why would this administration submit a budget that they know is illegal? Why would they not have made these difficult cuts prior to submitting the budget? The simple answer is -- they don't want the administration to be the "bad guys." If people are going to be laid off, they want to be able to say "hey, you lost your job, sorry, blame the City Council." It's not only fixed costs causing the enormous increase in this budget, as the Mayor tried to claim in his statement on May 31st -- this administration had the gall to submit salary increases of up to 6%!!!

The City Council has now put the onus back onto the administration, insisting that they take back the budget book and review cuts that could be made in jobs and salaries, as well as looking at school spending (school spending also accounts for a good portion of the budget increase). The City Council also has the responsibility of taking the budget book, reviewing it, and suggesting their own cuts.

The City Council will meet again on Tuesday evening and has requested that the Mayor, the auditor, the budget director, and the school department business manager appear to discuss cuts and answer additional questions that may present themselves after further review for possible cuts.

In accordance with the provisions of Chapter 17, Section 17.1 (b) of the Revised Ordinances of the City of Everett, “Names & destinations; erection of signposts”, that the intersection of Green Street and Mansfield Street be dedicated and named the “Joseph Vetrano Square”. Mr. Vetrano was a World War II Veteran.

Coveted Award for Superintendent Foresteire



Drum roll please......we are pleased to announce that our Superintendent of Schools, Frederick F. Foresteire, has won another coveted award in education. It would appear that news of Mr. Foresteire's "creativity" with a school budget has traveled beyond the four corners of Everett, and has caught the attention of a website that publishes education "exploits" across the country. Although the competition was intense, Mr. Foresteire's special award is listed second.
